Advice needed for a newb PvP tournament

I've joined a mining guild on one of my alts to learn as much as I can about mining. They are running a 'fun' PvP tournie, for newly rolled alts. not bothered about the ISK, but the implant looks tasty. Need advice on a newb character to roll (with max 24 hours to train skills), skills to train and what to spend 100k on - ship and 1 of each low/med/high fitting.

Rules are as follows :

Event: Rock Crusher Demolition Derby.

Who: Event is open only to miners within the corp.

When: Event will start on March 1, 2008 at 1400 hrs EVE time.

Why: To build esprit de corps within the Miner division.

Details: A PVP contest between miners to be held in 1 day. Contest will be tournament format, with brackets created based on participants. All engagements will be 1v1, and the winners will move forward. Since all of our miners really do not have the combat skills necessary, throw away alts will be used. Up to 24 hours in advance, but no more than that each members will create an alt character. Your alt character should have some part of your name in their name, that way we can identify who is fighting. All alt characters will be checked to verify that they are less than 24 hrs old at the beginning of the tournament.

Each participant will be given a budget of 100k ISK for the event. With this amount, the corp will buy your ship, fittings and ammunition. You should send a private message to myself, and let me know what items you would like to buy. If you need assistance in deciding what to purchase, please contact one of the combat pilots in game.

Fittings are limited to 1 High Slot, 1 Medium Slot and 1 Low Slot.

Participation in the event is totally voluntary, but we would like to have as many miners take place as possible.

Prizes are as follows:

1st - 5 million ISK and Hardwiring - Inherent Implants 'Highwall' HX-0
2nd - 3 million ISK
3rd - 1 million ISK

Judging will be by corp leadership.

Given the ISK limit, I'm thinking an Amarr Executioner looks decent value.

Any advice on weapon types, ammo types or strat for using it would be appreciated.

i'd go for a plated Rifter myself, but i like them :)

200mm ac
ab/mwd
400mm armour plate

lets you change ammo types when you want. For shield tankers, (caldari) use EMP. For armoru tankers use Phased plasma (amarr) or Fusion (galente / minmatar)

massive passive tank, just make sure you get repped between fights :)
Same could work with The amarr frig you mentioned, however:
Since you are only allowed one slot of each, maximise your damage output by pickign a dual-bonused frigate.

with me so far?

You lost me at : I'd go for, to be honest :D

Can I get all that for 100k ISK ?

edit : cheapest rifter is 285k, so its a no no, which is why I thought executioner. Only real alternative is the Caldaari Condor. Apart from that its mining frigates or the Minamatar Slasher, which doesn't come close.

Thats largely based on hull / arm / shield points, with the executioner at 274 / 305 / 235 and the Condor at 195 / 226 / 274.

i) Am I right in thinking the Caldari gives me choice of damage type (rockets), while the Amarr doesn't (small energy turret) ?

ii) Does small energy turret mean a laser turret ?

iii) 50k total to spend on 1 low / medium / high slot and ammo. What are my options ?

i was goign to ask if you could use drones too!!!!
if so - use the gallente Noob frigate :)

200mm Reinforced Steel plate in low
Stasis Web in mids
75mm railgun in highs. (load with faction antimater ??)
Drones: use 2x hobgoblins.

Tactics:
web them asap - use the web to kepe out of range of short range high damage guns.
Unleash hell
Giggle.

it's a tight fit, and may not be atainable with beginner skills however as the powergrid is very tight.

The following skills should be prioritised:
1. Engineering - Max powergrid to fit everythign on.
2. Small Hybrid Turret - get max damage out of the thing
3. cap skills

nb this also works for an imicus i think, but i've a feeling they are too pricey.

Seriously - gallente noob ships are imba - and free, so more money to spend on uber gunz!

to answer your questions:
1. yes
2. yes
3. use noob ship, spend 100k :)

With everybody having near starting skills it changes the pitch quite a bit.
Only being able to use 1 slot in each high/mid/low also cuts down on your tank and weapons.

So, with that in mind, I'd go with the condor, and fit.

Standard missile launcher - can change damage type as you need.
Afterburner - to keep out of range of all the short range stuff.
ballistic control unit - to make the most of the launcher.

Depends on what skills you need for it, but it's assuming that nobody else goes for the afterburner in the mid too ...

also depends on how far you start apart.

And I'd check to see if drones are allowed before you go the frog route.
If you can, I would, but I expect they havn't thought of it and will say "no drones".
