It looks to me like they have just removed the retarded stuff on short range ammo like cap recharge and max velocity penalties for using Quake.
Probably depends more on the damage type you need for the mission as Quake only does Kinetic/Explosive so it might be useful vs Angels (Not sure how it compares to Fusion after resists)... but then you have to deal with the -25% tracking penalty (+ less optimal), so meh. Wouldn't bother, Just use Fusion.
Tremor isn't bad, It's handy to carry some long range ammo on the missions where you come in 100km from the rats, Load up Tremor and snipe away while you slowboat in.
