Firstly, what is this for?

If it's for missions you don't need a cloak. In fact you don't really need a cloak for PvP either except in rare circumstances (none of which are likely to involve a Drake).*

Cloaks will badly affect your locking time so don't fit one unless you're going to need it.

Your last mid slot should be an afterburner probably. If you don't need it and are sure that 175m/s is plenty fast enough then a popular options are sensor boosters, cap rechargers (probably not in this case) or target painters.

Ideally you'd want to be fitting 7 launchers on a Drake, if T2 won't fit then try named T1 unless you're desperate to fire T2 missiles at mission rats. Note that heavy missiles are for cruiser/BC sized targets, they won't do much of anything to frigates and even 7 of them will take a while to chew through BS tanks. Consider swapping some of your shield power relays for power diagnostic units if getting seven launchers on is too tight.

You only have the bandwidth for a full flight of light drones so those are your anti-frigate defence. The DPS they'll contribute to anything larger will be pretty laughable.

Tank looks fine, you might want a DCU in the lows instead of one of those power relays but you'll probably be fine either way.

*Things you'll want a cloak for in PvE:
  • Ninja ratting in hostile systems
  • On a hauler that's fitted for gatecamp breaking but you aren't using a blockade runner for some reason
  • On a disposable scout frigate that's only going to be sat afk in a system

Launchers, Tractor beam (fit this last)

3 x Extenders, 3 x Hardeners

Lows are fine

3 x Medium core defence field extenders

If you end up in a mission which is nasty, drop a BCU for another shield power relay.

Also remeber your peak shield recharge is at 40% so dont freak out if your tank drops fast at first. The recharge to shields lost is exponential

Red Bull gives me wings!
I loved my drake and it served me well through all lvl3 and early lvl4 missions before moving on to battleships.

My loadout is for PVE only if you are looking for something like that.

[Drake, Solo Level 3 Passive Tank Drake]

Low slot:

Shield Power Relay II
Shield Power Relay II
Ballistic Control System II

Med slot:

Magnetic Scattering Amplifier II
Large Shield Extender II
Large Shield Extender II

High slot:
Heavy Missile Launcher XR-3200
Heavy Missile Launcher XR-3200
Heavy Missile Launcher XR-3200
Heavy Missile Launcher XR-3200
Heavy Missile Launcher XR-3200
Heavy Missile Launcher XR-3200
Heavy Missile Launcher XR-3200
Heavy Missile Launcher XR-3200

Rigs:
Large Core Defence Field Purger I
Large Core Defence Field Purger I
Large Core Defence Field Purger I

You can drop one XR-3200 and fit a salvager. XR-3200 are lovely until if you want to bother with T2 Launchers, i never did and the XR-3200 will serve you well.
Dont know much about PVP, i only pvp on occasion in a manticore in a party of 4 or 5 which use cloak, anything else Requiel or Tanais are the best people to ask.

Dont forget to change the amplifier depends on the the mission you are doing.

Let me say this setup served me well some people dont like passive shield tanking and prefer active shield tanking, i never had a problem was able to tank numerous enemies and the shield never went below 75% on all lvl3 missions. Make sure your engineering shield resist skills are least 3 or better lvl 4. And enjoy spamming missiles all day. :)
