Chain ratting!
This wont be majorly profitable for bounties in high sec space but you still can spawn named pirates.
Try get as low a sector as possible to 0.5. A few 0.5 is great.
Go to the asteroid field, kill all but the lowest bounty pirate.
Warp to the next field, kill all but the lowest bounty pirate.
Keep doing this and checking back where you have been. Leaving one up causes the rats to respawn faster so increasing your chances to get a named spawn aka faction loot/implants.
Imagine doing this in 0.0 with triple 1.8M rats spawning reasonably fast. Good cash per hour then with also chance of an officer. If you get an officer spawn, good chance you will make a few billion ISK.
Remeber, all that spawns are frigates and if your in caldari space it will be Guristas pirates (Use kinetic dmg and therm/kinetic resists if you have slots free) so dont have a ship set up for long range combat.
