No more ghost training

CCP fix 'bug' that allows a lapsed account to continue training.

Pretty dumb idea in my opinion. This should not be at the top of anyone's 'to fix' list. There are 10 gajillion other things that actually need fixing with the skill and training system rather than simply nerfing inactive accounts.
